The courier came only exactly after I leveled up! I tried everything, nothing worked (even with console) but as soon i leveled up (in whiterun) and waited an hour, the courier came. How long does it take before this quest will trigger. No sign of the courier long after completing 'The Man Who Cried Wolf'.
